Funding settlements

The channel also sends one frame per funding payment, about 30 seconds after each hourly settlement, matching UserEventsFunding:
To receive all of an account’s payments for one settlement in a single frame, subscribe to userFundings.

User events for the subscribed user, HL shape: e.g. {"liquidation": {...}}.
